ILKA Technologies, Inc. is a professional technical and organizational development consultancy firm.  We provide human centered design services that are based upon technology and human behavior. Through our training and consulting services, we work with you to create your next project or organizational change effort.  Our collaborative efforts with our clients create individual and organizational systemic change. ILKA has a passion for people and the expertise to meet your organizational development and change needs.  We support small business by partnering with key small business industry specialists and firms.  Our business model is designed to promote small businesses within our prime contracting efforts and contract awards.  This allows our firm to deliver cost effective solutions to meet your organization's business needs.

Helen L. Horvath, PsyD
Founder and Principle

Dr. Horvath founded ILKA Technologies, Inc. with a commitment to provide services that are human centered and improve organizational systems.  As an organizational development psychological practitioner and former marriage and family therapist; Dr. Horvath utilizes her skills to make a positive impact upon people's lives.  She provides the strategic vision utilizing research, innovation, design, and implementation of solutions in support of the ever evolving needs of active duty service members, veterans, and their family.   She incorporates the large organizational vision with the individual needs of each employee while leading the firm to excellence in our services and professional relationship.

Dr. Horvath has serviced as a Mayor, Fort Belvoir, VA to support the quality of life of each service member on the installation.  She has provided support to various diversity initiatives and studies as a board or council member.  She has served as a member of the San Diego Workforce Partnership, School to Career Youth Council, impacting the employment opportunities for disadvantaged youth in the San Diego area.

Dr. Horvath previously served as the Chair, San Diego Veterans Advisory Council (SDVAC).  She was also a member of the OneVA Community Action Board San Diego Region.  She is passionate about community service and finding solutions to military and veteran issues.

Dr. Horvath is a published author and completed a nearly seven year research project relating to the impact of Traumatic Brain Injury, Post Traumatic Stress Disorder, and mental health upon career transition and sustained employment.  This led to ILKA Technologies, Inc.'s development of our SMART Career Transition Seminar that has been facilitated to Navy.

Dr. Horvath holds a Doctoral Degree in Organizational Development Psychology from the California School of Professional Psychology at Alliant International University.  She also holds a Master of Arts in Counseling Psychology from Bowie State University.
